Support for multiple languages (Proof-Of-Concept)

I have a proof-of-concept fork running with support for multiple languages, it still needs a bit of work but it's functional at the moment. The only caveat is that short values must always be used, I've changed it to be the default to avoid issues. To test it I added Spanish strings based on ISO 3166-1 to a fork of country-region-data.

I did it for personal reasons for a project I'm working on, but I thought this might interest you as something that could be incorporated into a future release.

I am interested in this too and can add the Dutch list (and German one if no native German speaker volunteers)
