Preparatory work for ICS with SDK v0.52

Problem

ICS v5 will upgrade ICS to SDK v0.50, see https://github.com/cosmos/interchain-security/issues/1246. The SDK team is already working on the v0.51 release. By enabling a continuous alignment with our dependencies, we will be able to ask for changes before final releases.

Closing criteria

Enabling a "continuous integration" with the major dependencies -- SDK and IBC.
