Provider-driven governance

Problem

Is is not possible for consumer chains to use the provider token PoS for governance. This would be needed for "core" consumer chains that are strongly align with the provider chain, e.g., a consumer chain implementing a core functionality of the provider chain and using the same token for TX fees.

Closing criteria

A feature is added that enables governance proposals regarding consumer chains to be submitted and voted on the provider chain.
