Add an option to manually recover a tombstoned validator.

Proposal

Consider a gov gated, upstream of https://github.com/scrtlabs/cosmos-sdk/pull/198.

You mean you'd like to create a gov proposal type, i.e. sdk.Msg, that would un-tombstone a tombstoned validator?

I'm kind of against this change. Arguably tombstones are even more important than slashing in the PoS incentive model so I'd advise against it. That said, if you really want this feature I recommend force un-bonding all delegators as soon as the validator is tombstoned.

Note, the entire idea behind tombstoning was to permanently banish that validator's keypair. It was never intended to be revived. The reason why we called it tombstoned was to consider it "dead".

Looking at the original PR, seems like Secret abandoned the feature. Given the pushback closing this then 👍
