Encourage more effective issue submission

GitHub allows issue templates to customize submitting issues. I want to use this to encourage people to provide the following information when creating a new issue:

  • Which of the supported programming languages are you using?
  • Please tell me your real goal. Context really helps. Often I can provide much better help if I know why you want something.
