add a low-pass filter for the waveform view and trace view

Greetings!

I am trying to follow this guide (https://phy.readthedocs.io/en/latest/plugins/#adding-a-custom-raw-data-filter) to add a low pass filter in the waveform and trace display, however, it does not really work. I could not find a "plugins" folder in the phy folder, so I am not sure where to add the py file. I also could not find the original code that applies the built-in high-pass filter. I wonder what you would suggest me to do.
