Failed to create process.

No idea what's going on. I had phy installed and working perfectly. I uninstalled visual studio, CUDA, and MATLAB and reinstalled them (on Marius' suggestion to try to get kiloSort working) and now when I try to launch phy all I see is: "failed to create process". I've tried uninstallling phy and reinstalling it several times, rebooting, and uninstalling / reinstalling Python (3.10). Any suggestions?
