WinError 5 and 59

Hi,

I am at a complete loss and looking for some guidance. From early this week for no apparent reason I have been unable to load any files (Using Anaconda/Spyder) coming across error WinError 5 and 59. Which look like network/admin errors.

I tried adding --user to no avail.

Uninstalled and reinstalled everything, but now I am unable to pip install due to the same errors or due to conflicts 'spyder 5.0.5 requires pyqt5<5.13, but you have pyqt5 5.15.4 which is incompatible. spyder 5.0.5 requires pyqtwebengine<5.13, but you have pyqtwebengine 5.15.4 which is incompatible.'
