Adding caution for back-dated encounter date entries when creating a consultation

Is your feature request related to a problem? Please describe. Accidental data entry with incorrect dates (for encounter start date) could happen and correcting it at a later stage could be difficult as there would be so many other validations dependent on this field.

Describe the solution you'd like Add a warning indication if the encounter date is beyond 30 days ago from now while also showing the relative time from now to clearly convey how long ago was entered date.
