  • removes HBA1C field from consultation model
  • updates populate_investigations management command to have updated seed data for HBA1C
  • updates populate_investigations command to handle updating of pre-existing data. fixes: https://github.com/coronasafe/care_fe/issues/2020

By "HBA1C must be added to the seeded data in investigations." I have assumed that the populate_investigations command must be updated. Do correct me if I was wrong.

@gigincg @aparnacoronasafe Merging this PR will delete all values of HBA1C entered uptill now. Confirm if this is intended.
