Length and angle tools are sensitive and can allow the user to make tiny measurements accidently

Ghost annotations are created when the mousedown/mouseup events are fired in a short period of time. Tiny measurement is created if the cursor moves 1px during the click.

Examples:

• Small length (points) created
• Lines created instead of angles (the first line is too small to identify that it's an angle)

Quickly draw 10 length or angle annotations to reproduce the problem. It's consistent in the first but breaks after.
