[Bug] Cobb Angle doesn't work on mobile devices

Describe the Bug

It is not possible to use the Cobb Angle on mobile devices, following this example: https://www.cornerstonejs.org/live-examples/stackannotationtools

All of the other plugins work well, but the Cobb Angle doesn't work.

Note: after you try to use Cobb Angle on mobile, other plugins won't work more (crash).

Steps to Reproduce

1. Open the example on a mobile device (you can simulate on dev tools) https://www.cornerstonejs.org/live-examples/stackannotationtools (or you can run your own example)
2. Select Cobb Angle example
3. Try to use the plugin

Other plugin will work if you run before try cobb angle, after won't work.

The current behavior

The plugin doen't work and there aren't console errors

The expected behavior

The plugin needs to work like the other plugins like (circleROI, rectangleROI, angle...)
