[Bug] v1.84.0 Breaks tool cursors

Describe the Bug

Using PanTool, RectangleROIThresholdTool, SplineContourSegmentationTool, StackScrollMouseWheelTool, WindowLevelTool, ZoomTool tools; their cursors worked fine up to the library v1.83.4; and they are broken in v1.84.0 — after the cursor is moved into the image it is rapidly reset to the default pointer because cursor: auto is set on the DICOM viewport.
