Define how to handle dependencies between libraries on Inqlude

Currently there is no dependency information for libraries on Inqlude. Having full dependency information would be difficult, but it probably would already be helpful to express dependencies between libraries listed on Inqlude. This is relevant for the libraries from KDE Frameworks, as they have an explicit dependency tier layer.
