Very high CPU usage after upgrading to 15.4 when idle
After upgrading from macOS 15.3 to 15.4, the CPU usage becomes very high. coreaudiod, locationd, replayd consumes a lot of CPU, even after I turn off all the permissions. After I turn off RecordingIndicator and reboot, the CPU usage becomes normal. After I turn on again and reboot, the same issue comes back. This issue does not exists in 15.3.
I can confirm that macmade/Hot was showing 85°C on my M1 MacBook after upgrading to 15.4, with no apps open (usually 55°C). I also noticed high usage of locationd (above 100%) in the Activity Monitor. Turning on the yellow dot and restarting helped.

Same was happening for me. Tried removing SoundSource, any app that required location, etc, trying to determine what was causing it. CPU was overheating, for weeks.
Now finally normal when I removed this app.
Interestingly, I only started experiencing this issue after upgrading from iOS 15.4 to 15.4.1. My guess is that the update changed how system services such as coreaudiod, replayd, and locationd communicate with or depend on systemstatusd. Perhaps they're getting stuck waiting indefinitely for systemstatusd to respond now, rather than ignoring silence from the daemon as they might have previously.

Upgraded directly from Sonoma to Sequoia 15.4.1 yesterday and locationd is using 150%+ , coreadudiod 100%+, and replayd 50%+ cpu on a Mac studio.
Switched from an older version of RIU to the latest v2 version that the built-in update checker found and no change.
What does cause an instant change is toggling the RIU switch back so the dot is visible. locationd drops to 0.1%, coreaudiod instantly drops to 3%, and replayd go down to 0

It's worse and it just makes indicator black, but it's better than nothing.
Same issue. My battery life was literally less than half what it normally was and couldn't figure out what could possibly be causing it. Thought it had to be SoundSource or Logitech G Hub or something. Never would've suspected this app would be the cause in a million years until someone mentioned it on the Apple Support forums
Recording Indicator Utility has been discontinued. It is not compatible with macOS Sequoia 15.4 and later.
Previous changes made by Recording Indicator Utility can lead to high CPU usage on your Mac. To resolve this, open Terminal and run the following command. Your password is not shown as you type.
sudo launchctl load -w /System/Library/LaunchDaemons/com.apple.systemstatusd.plist
