support `cosa fetch --arch --update-lockfile`

Part of the rebase instructions instruct the user to update the lockfile. It would be nice if we could update the lockfiles for all of our different architectures from our laptop/desktop workstations in a programmatic way. i.e.:

cosa fetch --dry-run --update-lockfile --arch=s390x
