CoreOS with OS Login enabled does not support listing all users with getent passwd

When the Google Cloud OS Login feature is enabled, the getent passwd function does not return the valid list of users. All other functionality works - user login, sudo, and individual user lookups. I suspect there is an issue with the nss cache file creation.
