License Check needs to be recursive and consider unknown Licenses

Given the answer in https://github.com/coreinfrastructure/best-practices-badge/issues/2153 i assume that your License Check does not run for subfolders of a repository, or misses new and yet not added Licenses like the NCUL1 in https://github.com/netdata/netdata/blob/master/src/web/gui/v2/LICENSE.md

Please clarify wether this is the case, and if this will be considered in the future.
