On chain whale alert notifications

Create an xnft in which users can subscribe to activity on certain famous addresses and get notified via push notifications anytime there's an activity in them. Helius seems like an easy way to implement this.

Awesome this looks like it should be straightforward to implement. Would you/the helius team like to own this xnft @mertimus ? I can help with any questions around the implementation/react-xnft. Alternatively if you all are crunched for time I can do this coming weekend.

@mertimus is there a webhook secret that can be shared b/w Helius and our backend? Since our code will be open souce, so will our webhook. So it can be hit by folks randomly unless we protect it with a webhook secret
