Better notifications

  • [ ] Make sure notifications are loading in the background
  • [x] Add last_checked timestamp to avoid jitter when downloading read receipts
  • [ ] Don't show badges for notifications older than 7 days
  • [ ] Add push notifications to PWA, with notification badge

This should probably be done after we have a more useful in-app relay
