Better privacy controls

Allow the user to avoid ever connecting to specific relays, or allow them to specify a whitelist that works like FORCE_RELAYS. There are privacy implications to connecting to untrusted relays:

It would also be good to allow users to turn AUTH on/off entirely, or for specific relays.
