Feature request: don't overwrite flags.txt in checkpoint dir

it may be the case you run multiple training runs with the same checkpoints. each time you start a new training run, the flags.txt file gets overwritten. It would be nice to keep all flags of all training runs by saving a new flags.txt file with an increment, like

flags.txt flags-0.txt flags-1.txt ... etc
