SpliceHack quick fix to luck overpowering: remove its to-hit bonus
This is intended as a stopgap measure to address the midgame power spike balance issue (in which lucking up to maximum all at once greatly expands the player's power and options), by taking away one aspect of that power. Not intended as a full fixing-Luck overhaul.
Note that as of 8.0 this is ALSO nerfing the Doomed status quite a bit, since now the bad luck it brings won't be harming to-hit chances.
