Build In Windows

Hi. Can you add commands for Build on Windows (CMD) ? What's the equivalent of this commend in CMD Windows: ./test-lite-client -C ton-lite-client-test1.config.json

I didn't try on windows machine.

I'd be more than happy to merge a PR adding this feature, it seems like it would be useful for sure 👍
