Using [property_id](https://github.com/codefordurham/Durham-Restaurants/blob/develop/eatsmart/templates/inspections/establishment_detail.html#L33-L41) to display property images won't work for other NC counties. I think we should add a new optional `photo_url` field to Establishment.
Wake county already publishes their [data online](http://www.wakegov.com/data/Documents/WCRestaurantInspections.zip). We should coordinate with the Raleigh brigade to create a new `eatsmart.locations.wake` package and schedule auto importing of their data.
