Migrate translations service

LocaleApp is shutting down, we'll need to find a similar service with some free tier for OSS.

We’ve made the tough call to officially retire LocaleApp on April 5, 2025.

Transifex seems good option to me

I didn't used any of them for a long long time, so a priori both options seem fine to me. Transifex is apparently in a transition period: https://xtm.cloud/blog/xtm-international-acquires-transifex/. So, maybe I'd go with Crowdin? No strong opinion tbh. If anyone has experience on any of them or even new proposals, feel free to share your feedback.

UPDATE I started the migration to Crowdin: https://crowdin.com/project/timeoverflow. I already deleted the Localeapp integration: https://github.com/coopdevs/timeoverflow/commit/a5353f0ba11a6bf3c8db2781399f2e4fa081f300.
