Credit note promotion, after saved, cannot be edited at all, instead Coupon editor opens

When creating a Credit Note and Saving it, from the Promotions list if you click on the hyperlink code, ALL promotions take you to "coupon/free delivery". The Credit Note should take you back to Credit Note editing section.

Is this as simple as it sounds or will it be something that ends up being a rabbit hole?
