That's a tough one. I think first we should get a Technical Committee together to discuss the expected outputs.

Once we have a basic proposal and do a review, we can wait for it to pass before we attempt the implementation of the tests.

It's always best to standardize before testing so that you know, even if it's not actually possible at all, that your test tests the standard.
