Docs URL in `--help` output leads to 404

Running cook --help with cookcli 0.19.0 prints a help message that ends with "Docs: https://cooklang.org/cli/help/". However, visiting this URL currently gives a 404 error.

This same URL is also present towards the end of the README.md file generated by cook seed.
