Trip banning not working with new cluster implementation

I'm not positive this is an analyst server bug, but somewhere in the new implementation the modifications are getting lost.

Interestingly, trip banning works on WMATA but not on TriMet.

Ah. TriMet does not specify an agency ID in their GTFS and that's confusing the selection. This is because Analyst Server does not use a defaultAgencyId (it's loading with gtfs-lib) but OTP does.
