Improve tooltip coherency

Describe the bug Even just in the four buttons above message input, two are using the imperative tense to describe the action, one is using “click to …” to describe how to action it, and one is describing error cases.

To Reproduce Steps to reproduce the behavior:

  1. Hover your mouse above various UI elements.

Expected behavior Tooltips should be coherent with each other.
