Imperative tense is missing, again

Imperative tense is missing from the spec and/or FAQ again. It's been discussed and even added in the past. That PR history no longer exists so I can't see exactly where it was added/removed. Today, however, the spec doesn't call out "SHOULD use imperative tense". Is this intentional?
