incorrect endpoint count in netctl net inspect

netctl net inspect reports incorrect endpoint count.

1. bring up multi node docker with contiv
2. create a container in one of the nodes & bring down that node
3. Wait for node clean up to kick in, check that netctl net inspect reports correct stats
