Support Docker 1.12 plugin packaging format

Only a few details now and I'll post them soon, but soon we'll need to do this.

I don’t have many, this is partially a research task.

If you take it, be sure to coordinate with @vvb on the updates for the installation of docker on the VMs.

Removing the milestone here; we will support docker 1.13 instead when it's out.
