Description

When I use Jet Brains, I found Chinese can't be decoded correctly in W10, can't transfer to utf-8, but is OK in Mac. It may be the system coding. Could you help to fix this bug?

@willingboy a number of users have noted this, so I'm working on fixing hopefully by early next week for the next release. Most likely this will require a fix in our codebase. I'll let you know as soon as it's fixed!
