Filter out file lines with more than 1000 characters when ripgrep search.

Filter CLI ripgrep search results to exclude lines longer than 1000 characters so results are cleaner and more useful. Addresses CON-4237; if all matches are filtered, we now return "No matches found" and added a unit test for the new behavior.
