Tools policies are not preserved in IntelliJ Ultimate

Description

Tools policies are not persistent between restarts in IntelliJ Ultimate. While they are saved and restored in Android Studio latest

I've checked Local Storage, where these settings are located and they are normally persisted, but after IDE restart, they are loaded to defaults. Not sure why but in Android Studie everyting works, they share same MCP servers

To reproduce

Open tool Toggle policy or group Restart IDE Observe toggle is not preserved
