Support for c2pa.removed

This action is specifically for removing a componentOf ingredient and must reference the associated ingredient. I don't know how this differs from using a c2pa.redacted assertion on an ingredient assertion other than that it is restricted to componentOf ingredients and that it cannot be used in an update manifest.

My guess is that it would be a part of normal editing where some action ends up removing all references to a given ingredient.
