docs New Twig Manual (Partial)

First part of the new Twig possibilities regarding 4.13/5er Contao versions.

Currently contains the basic info/procedures. Further detailed information (also with regard to https://github.com/contao/contao/projects/4) then later/separately .

Hint: Add the hierarchy samples and change to the full namespace infos (analog to the dev details), because the former goes along with the information about the registered namespaces.
