Add recipe for Fedora 40 image

Hi @debarshiray, everyone, I'm experiencing a few "issues" when trying to use fedora-toolbox on distrobox: fedora-toolbox:latest pulls Fedora 39, while fedora-toolbox:40 pulls Rawhide. When investigating, I saw we missed a recipe for a Fedora 40 image here. This is an attempt to create this image. Please feel free to close this if it's not necessary, or let me know how I could improve it. Thanks!
