Enhance issue reporting template

This PR adds a suggestion on the reporting template in github for people to run mac utilities like sw_vers and system_profiler utilities. These utilities produce output like:

i also thought out putting this info into podman info but there is personal information in that second command that I don't think we, podman, should be collecting even if we discard it.

anyways, my preference is to get this merged and if we can come up with something for windows or even cobble something better than what we do today, maybe we introduce something into podman info down the road ?

for now, lets ask them to add it manually.
