[v5.0] Pass pod restart policy to individual containers

When using a `RestartPolicy` together with a `livenessProbe`, the policy is now passed
down to the individual containers. Previously, this wasn't the case. (#20903)

Well would have been great if someone else could have done that for 5.0.3, but given 5.0.3 is out and 5.1 is to be released in the next two weeks I don't see a point in backporting it anymore.
