Installation instructions with netavark and aardvark-dns for Debian/Ubuntu

Since Podman 4.0 the netavark and aardvark-dns are recommended network backends, but there is no official installation instruction (or package) available for Debian/Ubuntu.

This is a request to update getting-started/installation.md and other related pages.
