Update installation instructions to use podman in a WSL machine

This has been previously discussed in a podman issue.

On the (Podman Installation)[https://podman.io/getting-started/installation] page, for installing podman in a WSL machine, the article (How to run Podman on Windows with WSL2)[https://www.redhat.com/sysadmin/podman-windows-wsl2]. Though the article is well written and a good starting point, some information is outdated. Suggestion is to add comments on the installation page:

  • [ ] The config file does now reside on /usr/share/containers/containers.conf
  • [ ] optional, since this is not a Podman issue but still helpful Default for WSL machines might be WSL1, not WSL2 and emphasize, that users should check this and change it as necessary.
  • [ ] optional, since this is not a Podman issue but still helpful Since most users may run instances serving some process on a port in the Linux machine, ports are not automatically accessible via the localhost of the Windows machine.

Both of these articles are probably outdated now with the release of Podman 4.0.
