move podman desktop repository to podman-desktop org

there is some feedback https://github.com/containers/podman-desktop/issues/7066 asking to consume less resources on GitHub actions

by moving to a separate organization it should make more jobs available for podman desktop and also for other projects in containers org

Describe the solution you'd like

move podman-desktop to podman-desktop org

then we would be able to move some other repositories like the templates to make them more visible inside the org, etc
