Installing via winget doesn't require WSL

Bug description

I'm reinstalling Podman Desktop (and Podman) on Windows 11 in order to report a separate bug. I install all of my tools, if I can, via winget. Recently, a winget upgrade RedHat.Podman raised an issue that this package now requires the Windows Feature Microsoft-Windows-Subsystem-Linux. Weirdly, podman itself shouldn't require WSL, but podman-desktop absolutely does require it.

Steps to reproduce

  1. Open a prompt (I use pwsh 7.4)
  2. winget install RedHat.Podman-Desktop
  3. Wait for installation to complete
  4. winget install RedHat.Podman
  5. Observe error message

Additional context

Actually, I'm using 1.7.1 but that's not a listed version. Yes, I am aware that Podman Desktop will install Podman itself, but since I'm managing my system with winget and Podman and Podman-Desktop show up as separate installations there, I'm installing them individually.
