Suggest a way in which users will be able to get back to onboarding setup if they skip

UX Description

Currently there's no way to restart onboarding process in Podman desktop. To get to those initial screens one has to modify a config file. Given that roughly 1/4 of the users do skip onboarding or uncheck some of the options, it would be nice to give them an option to get back to it or explore the settings all together afterwards.

Potentially this can be done in Help as a welcome / getting started; or in Settings
