Be able to "disable" Preferences via svelte

I was unable to pass in "disable" to Svelte files specifically in https://github.com/podman-desktop/podman-desktop/blob/main/packages/renderer/src/lib/preferences/PreferencesRenderingItemFormat.svelte

I'd like to be able to pass in disabled=true to components so it disables any input

I added this issue when implementing https://github.com/podman-desktop/podman-desktop/issues/13900 however, it has not been discussed in this issue, or added to the 1.24 release.
I'm going to remove this from sprint planning as it was unplanned last sprint, and was subsequently moved to this sprint too.
It's a "nice-to-have" but IMO not needed right now (and we currently have a Preferences UI revamp too...)

I have added this to the milestones for 1.25.0 so it unblocks other issues (see linked issue above) regarding managed-by GUI improvements
