Improving PD onboarding flow

We want to be sure that user sees only important info (not being annoying) and during his startup within ~ 3 or 5 minutes

Add telemetry that would track how long it takes for a user to start their first container

@gastoner so we do have telemetry for this flow; it takes them a median time of 43m 9s from the moment they finish Onboarding till startContainer action. Judging by the actions users take, the majority don't go right away to container creation - they first explore the application, starting from the dashboard and going tab by tab. I.e Home/Pods, Home/Images, etc. Around 20% eventually end up starting the container.
I think this time and number can be improved by:
- introducing new design elements to the onboarding process and right after. Such as, suggestions to start their first container; sample container flows or app walkthroughs.
