Disconnected: Create CI test with a fake USB device

As a fetcher, I would like to create a fake device in the github actions to allow for a test of disconnected install.

AC: Verify a device can be provided to the configuration Verify a device can have the git repo directory and an image Verify image name is "fake" like localhost/colors:latest so that we know that it is coming from the device
